The public scoping period signifies the step in the environmental impact statement (EIS) process in which the federal agency and the public collaborate to identify the range of issues and potential alternatives to be addressed in the EIS.

During this time period, the finalized Notice of Intent (NOI) is available for public review and anyone can submit a comment to the federal docket or propose an alternative to the Proposed Project.
